DARPA RFI Response

This was a little rushed and I didn't get time to go back and do any editing, but I got the basic idea out to them. This is my response to this request for information.

    Ugh... ya I just reread the first page and I have to stop reading now. A couple typos I wish I had a chance to go back and fix. Oh well - not getting paid for this, it's not getting released publicly, and this is the sort of thing that everybody pushes through at the last minute.
