That's pretty twisted. Ultimately, the real beneficiaries are those who gain by the revenues thereof, or at least they think that they do (thus, policy toward those ends continues). Sure, the beneficiaries are varied, but the most prevalent group that I have in mind is those whose income is dependent upon taxation (welfare, medicare, social security). This is more of a case of the needs of the many outweighing that of the few, that's all that it is.
In any case, such a policy does not somehow magically free up resources, it only reallocates them, based upon mere dictate.
Let me make a quess:
