LOL. Both parties are horrible about substituting cultural legislation for economic solutions. That they can't find economic solutions isn't funny at all, however...
It's not at all obvious to me that cultural policymaking is "substituting" for economic policy. Politicians have preferences over both, and will attempt to pass both kinds of bills, while blocking those they dislike.
Governments aren't households(tm) so this is invalid &c.
