Mitt Romney helpfully points out that it's actually taxes that fund all those awesome and necessary government services, which is why he tries to pay as little of them as possible and proposes to lower them even further.
While Obama obviously didn't mean to say that business owners didn't do anything to build their businesses, I think it's fair to read his statement as meaning that the contribution of the the government was so huge to the success of your business that you only marginally built it. It's not the only reading, but it doesn't seem like a patently unfair reading either. No worst than reading that mandates are not mandates but actually tax incentives. Oh yes I totally went there!
